Procurement of heavy trucks and machinery for municipality of Kumanovo

SECOND MUNICIPAL SERVICES IMPROVEMENT PROJECT (MSIP2)

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in UN Development Business, issue no.WB3498-08/16, from 04 August 2016 (printed edition) and posted on-line on 06 August 2016.
2. The Republic of Macedonia has received a loan from the International Bank for Reconstruction and Development (IBRD) for the Second Municipal Services Improvement Project (MSIP2) and it intends to apply part of the proceeds of this loan to payments under the contract for procurement of trucks and machinery for Municipality of Kumanovo.

3. The Municipality of Kumanovonow invites sealed bids from eligible and qualified bidders for supply as follows:

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank’s Guidelines:Procurement under IBRD Loans and IDA Credits, January 2011,revised july 2014), and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

5.Interested eligible bidders may obtain further information from: Mr. Stefan Bojkovski and inspect the Bidding Documents at the address given below Municipality of Kumanovo,City: Kumanovo, ZIP Code: 1300,Country: Republic of North Macedonia, from 8:30 till 16:30 not later than May 7th 2021.

6. Qualifications requirements include:
   • Financial capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

LOT 1 – annual turnover of at least 650,000.00 EUR in any of the last three years.

LOT 2 – annual turnover of at least 500,000.00 EUR in any of the last three years.

LOT 3-year turnover of at least 1,300,000.00 EUR in any of the last three years.

LOT 4-year turnover of at least 130,000.00 EUR in any of the last three years.

If the Bidder is a Joint Venture (JV), all members of a JV should jointly meet the above qualification requirements. The member in charge should meet at least sixty percent of the above qualification requirements.

(b)     Experience and technical capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

The Bidders shall submit documentary evidence for not less than two (2) successfully completed contracts during the last five (5) years, for supply of at least three (3) vehicles with similar characteristics as proposed goods as follows:

• Waste collection vehicle
• Crane truck
• Tractor with trailer
• Special utility vehicle for removal of illegally parked vehicles on public areas
• Combined Backhoe loader
• Trucks with equipment for winter maintenance with plough for snow cleaning and for throwing salt.
• Truck
• Commercial vehicle.

If the bidder is a Joint Venture (JV), all members should jointly meet all qualification requirements and each of the member of the JV should have at least one successfully completed similar contract during the last five years for supply of similar goods.

The Bidder shall provide detailed description of after sales services and spare parts available in the Purchaser’s country for the Goods offered in the bid. If such services are not available in the Purchaser’s country, the Bidder shall present with his bid a written confirmation that if he is successful, he will be represented by an Agent in the Purchaser’s country, as required in ITB Clause 17.1 (b) and BDS ITB Clause 17.1 (b). If such Bidder is successful, he should submit documentary evidence on appointment of a qualified Agent within twenty-eight (28) days from receipt of the notification of award. Failure to submit such evidences shall constitute sufficient ground for the annulment of the Contract Award. In this event the Purchaser may award the contract to the next in the ranking lowest evaluated and qualified Bidder, as defined in ITB Clause 40.2.

(c)   The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:

The Bidder shall submit technical characteristics in  accordance with the requested technical characteristics-specification of the offered special utility vehicles, catalogues, photographs of the vehicles.

A margin of preference for certain goods manufactured domestically shall not be applied.More detailed qualification requirements are presented in the Bidding documents

7.
